Brian Darville proposed the following agenda:

1. Registrar questionnaire on data verification practices
2. Survey of other industries on their data verification practices

Item 1. Registrar questionnaire on data verification practices
Ross Rader, the Registrar constituency representative, gave some background to the term "Registrars". There were two groups of Registrars:
1. 180 Registrars accredited by ICANN
2. A smaller group of about 50/60 who were members of the GNSO Registrar's constituency

Ross Rader surveyed the second group of registrars who are members of the constitutency. Mr. Rader stated that most registrars do not take action to verify data accuracy because there is no current requirement for them to do so.

To date he has received one response to the inquiry and he anticipates receiving two other responses

Ken Stubbs emphasized the importance of the outreach that was undertaken.
Ross Rader reported that Friday 16 January was the return date for the request made to the registrars. Where the respondents allowed information to be shared, it would be made available to the task force and where the respondents wished to remain anonymous, the information would be summarized.
The report should include:
1. Current practices among registrars/background
2. The group that was surveyed
3. Questions that were asked
4. Responses received
5. Identifying the respondents or not

Item 2. Survey of other industries on their data verification practices

Brian Darville referred to the two lists of Registrars and ccTLDs that had been circulated by Terry Clark and Sarah Deutsch.
Brian Darville mentioned that one of the Task Force's tasks is to provide a best practice document of data verification. To further that work outside sources will be surveyed to see what data verification processes they employ and then to assess whether their practices could be applied to the ICANN process.
Questions arose as to the number of outside sources that should be investigated, and the manner in which information would be obtained. It was suggested that 5 industries and 3 companies in each of the industries should be identified and then members of the Task Force or the constituencies would contact these companies to obtain information concerning their data verification processes..

It was mentioned that there was nothing specifically spelt out on data verification in the IETF survey.
Data collection should be undertaken on an individual contact base from task force members as well as through constituency representatives.
Ken Stubbs suggested that looking at prepaid cellular telephone services was a good way of getting information and added that the different approaches to WHOIS should be taken into account.

Sarah Deutsch would draw up a short questionnaire to be used in speaking to the industries.
Questions could include:
a. at what stage do they do data verification?
b. what non propriety material is available?
c. costs involved
d. Other relevant questions
Brian Darville would circulate a list of 5 industries and companies by Friday 9 January, 2004.


Item 3. Gathering information from the ccTLDs
Brian Darville referred to Elisabeth Porteneuve's letter and suggested that questions for a survey be sent to the ccTLDS.
Barbara Roseman mentioned the questions that the task force 2 were preparing and suggested sending a copy of the Task Force 2 questions to the task force 3.

Item 5. MP3 recordings

Barbara Roseman informed the participants that MP3 recordings were made of each call but that it was up to the task force to decide whether the recordings should be published on the website and kept or deleted after the minutes were written.
Brian Darville suggested voting via the mailing list on whether MP3 recordings should be retained, and if so, whether they should be published on the website.
Ross Rader was in favour of retaining the MP3 recordings and publishing them as part of the record.
The GNSO Secretariat would contact the chairs of the other task forces and send out a short e-mail survey to all the WHOIS task force members.

Next call:

1. Finalize questionnaire
2. Task different people (including constituency representatives) with contacting and gathering information from the identified sources.
3. Registrar information available by Monday 19, January.
4. ccTLD questions

Brian Darville thanked everyone for their presence and participation and ended the call at 16:55 UTC.
