An immaterial percentage of ISPs participate in ICANN.  (Regardless of  
whether you are counting the number of ISPs or the number of customers  
they represent, the current tallies are immaterial in both respects).

A smaller number of DNS operators participate in ICANN. Someone else  
on the list probably has this data, but I'd guess than less than 1% of  
DNS operators actually take an active role in the ICANN policy process.
