I have a question. Assuming the answer regarding the clause below is 
yes, where/how do you envisage quickly finding these user 
representatives. Since their task will be to work with ALAC and 
At-Large to develop a recommendation to be "forwarded to the NCUC for 
their consideration", the implication is that they themselves are not 
from NCUC.
