Thank you for this document Olof. It will be extremely useful in helping 
us frame the coming discussions. One quick request - can you provide a 
citation for the contention made in paragraph 4? In my review, I was 
hoping to take a look at exactly what the instructions to the GNSO were, 
but I'm not able to find the precise marching orders.
