Greg Aaron

Greg Aaron is Director, Key Account Management and Domain Security at Afilias, a registry operator and registry services provider. Afilias has a contract with ICANN to operate the .INFO gTLD, is a member of ICANN's Registry Constituency, and has interests in various GNSO policy development processes. Greg manages registry services for .INFO, oversees Afilias' security programs (designed to address domain name abuses such as phishing, spam, and malware), and has access to registry-sensitive data. Afilias provides registry services and advising to other TLDs: .ORG, .AERO, .ASIA, .MOBI, and the cTLDs .AG, .BZ, .GI, .HN, .IN, .LC, .ME, .MN, .SC, and .VC; and may provide services to additional TLDs in the future.
Greg represents Afilias on the steering committee of the Anti-Phishing Working Group (APWG). Greg serves as Chair of ICANN's Registration Abuse Policy Working Group, and is a member of ICANN's Fast-Flux Working Group.

I am a full-time employee of GoDaddy.com, Inc., which is a business unit of The Go Daddy Group, Inc. family of ICANN-accredited registrars. GoDaddy.com is a member of the GNSO Registrars Constituency, and conducts business with all major gTLD and ccTLD registries.
In my position with GoDaddy.com my focus is the development and promotion of registrar-related business, products, and services.
I am not employed by, nor involved with, any other business or organization in any other ICANN Constituency, Supporting Organization, or Advisory Committee.l

Olga Cavalli - GNSO Council Nominating Committee Appointee

I hold a degree in Electronic and Electric Engineer, an MBA, a Masters Degree in Telecommunication Regulation and a PhD in Business Administration.
From the academic side, I am a professor at the University of Buenos Aires, at the Instituto Tecnológico Buenos Aires and at the Diplomacy Career of the Ministry of Foreign Affairs of Argentina. In these institutions I teach technology, organizational structure and public policy related with technology. I am a member of the MAG, Multi stakeholder Advisory Group for the Internet Governance Forum (IGF).
In the private sector, I have worked as a consultant for companies and non-governmental organizations in Argentina, Brazil, Chile, Uruguay, Venezuela, USA, Canada and Germany.
Presently I am involved in projects to enhance Internet connectivity in rural areas in the interior of Argentina.
I am convinced that Internet and ICTs are a leapfrog for development in Latin America, in this sense understanding Internet policies and ICANN´s role is relevant. I have no commercial interest in ICANN GNSO policy development outcomes.

Jeremy Hitchcock

I work for Dynamic Network Services as CEO, a DNS operator, small registrar, and technology services provider located in New Hampshire, USA. My areas of interest are in general networking and advancement of the Internet. Our user/customer base includes millions of individuals who publish or connect services or content online, companies who operate on the Internet, and DNS for several [g|cc]TLDs. This is done primary under the brand names DynDNS.com and Dynect.
The company is a member of the GNSO Registrars Constituency, mostly to have an awareness of upcoming RAA changes. The company also has a general fascination with privacy practices and how foreign national jurisdictions handle those differences.
For years, Dynamic Network Services, through its dynamic DNS services, has been exposed to a variety of illegal and/or malicious activities. While not a security focused organization, the company has provided security services in the past and keeps current in the field.
As a member of the Security & Stability Advisory Committee, I am there as an individual who is interested in routing, the DNS, and how registrars play a part in the system. Of particular interest is the development and deployment of DNSSEC.

Richard C. Hutchinson

Typical projects involve the design, creation and integration web sites with linkage to external services like; eBay, Amazon, QuickBooks, Automated Clearing Houses, Shipping services. Dynamic Ventures also has specialized expertise with; large scale data publishing, 2D and 3D image rendering, recognition and analysis, targeted web advertisement, GIS and tracking systems.
   Since 1989, I have participated in the development of Internet standards and products; network management protocols IETF DTMF/SNMP/HP OpenView NMS and transport IEEE 802.X/DOCSYS and Internet security[SSL/PKI].

   I am primarily interested in Business Constituency and SSAC issues. Dynamic Ventures has no contractual or financial relationship with any registry or registrar. I am interested in opportunities to perform contracted software development for ICANN.

   Dynamic Ventures advises its clients on security considerations regarding use of the DNS and other internet resources, and advocates for security considerations in the development of internet policy.

   Dynamic Ventures participates in the ICANN policy making process as part of its general service to clients of the firm. From time to time, clients will request Dynamic Ventures to review and comment on specific internet security topics, including some topics where ICANN is developing related policies.

Zahid Jamil - Commercial and Business Users Constituency

I am a Barrister-at-law of the Hon’ble Society of Gray’s Inn, London, an Advocate High Courts of Pakistan and Senior Partner of Jamil & Jamil, Barristers-at-law a commercial and corporate law firm in Pakistan which is the only firm that also specialises in IT, IPR, Cyber crime and Data Protection. I am the Chairman of the Domain Name Dispute Resolution Center (www.dndrc.com) which deals with domain name disputes under
the .pk ccTLD and is a member of the Business and Commercial Users Constituency.
I am legal counsel to the IT Association in Pakistan (Pakistan Software Houses Association of IT & IT Enabled Services www.pasha.org.pk) and Chairman of the Electronic Business, IT & Telecom Commission of the Pakistan Chapter of the International Chamber of Commerce (ICC).
I have been an active advocate of policy reform in Pakistan to improve the E-Crime Ordinance in line with international best practice and the CoE Convention on Cybercrime and have assisted the ISP Association, IT Association, the Computer Society of Pakistan and the ICC Pakistan Chapter in formulating their comments to the Government on the legislation. I have also been working informally with the Federal Investigation Agency’s National Response to Cyber Crime Cell (NR3C) in certain cyber crime cases.
In a recent event that took place in Pakistan, where a IT Company owner who was proved innocent was arrested for using VoIP, I provided pro bono legal advice. Also during Youtube’s blocking by Pakistan’s Telecom Authority, I successfully lobbied and advocated the withdrawal of the block.
As such I am deeply concerned about the stability and security of the Internet and the need to educate all stakeholders, especially regulators, against ill-advised regulatory mechanisms to ‘control’ the internet that may result in the fracturing or instability of a global, secure, stable and 24x7 available internet.
I have run several workshops and spoken at several events in Pakistan with the business community and especially the Banking community on Cyber security, and also participated in cyber security events abroad. In this respect at the 2007 IGF in Rio I have been a panellist at the CoE Workshop "Legislative responses to current and future cyber-threats" and also been a panellist in the main Session at the Rio IGF on 14 November 2007. I attended the 2007 IGF in Athens where I made interventions from the floor and was a panellist in the APC workshop. I also attended the IGF Second round of consultations on the convening of the Internet Governance Forum (IGF) 19 May 2006, Geneva. I have participated in the 2007 ICANN meeting in New Delhi, the 2008 Dubai Regional Meeting and the 2008 ICANN Paris meeting. Also as Chairperson Joint Legal Working Group and Member of AFACT Asia Pacific Council on Trade Facilitation and E-Commerce (AFACT), I have a particular interest in how the domain name system affects business and trade facilitation.
The internet has been a huge boost for developing country businesses. and has turned the pyramid on its head by empowering developing economy businesses with information which used to be the purview of government or vested interest. This has resulted in their being able to make quantum leaps in exports of goods and services where once the regulatory regimes imposed upon them would impede and restrict interaction and trade. Hence, developing economy businesses rely as much if not more on the availability, stability, security and global unity of the internet. As such, I believe that developing country businesses have an important role in providing input into the ICANN process. They currently enjoy little representation on the GNSO and as such I would wish to be a voice to advocate their role in the BC. However, as a representative elected to the GNSO Council by the collective members of the Business Constituency, I am required by the Constituency's Charter to support and otherwise remain faithful to approved positions of the Constituency as applicable. None of my clients presently have any contractual relationship with ICANN.

Patrick Kane

I am Vice President and Assistant General Manager for the Naming Services Business Unit at VeriSign, Inc. VeriSign is the registry operator for the .com, .net and .name gTLDs and also provides backend registry services in support of Employ Media for the .jobs gTLD. VeriSign is also the registry operator for two ccTLDs, .cc for the Cocos and Keelings Islands and .tv for Tuvalu.

As an employee who supports VeriSign’s naming services business, I do often have access to Registry Sensitive information including information about registrars. With regard to both our gTLD and ccTLD registration services businesses as well as other VeriSign businesses, our customers and business associates have interests in various ICANN policy issues and may be members of other GNSO constituencies and/or supporting organizations.

In addition to registry agreements with ICANN for .com and .net, VeriSign also has obligations to the U.S. Department of Commerce through a cooperative agreement that was initiated in 1993 and has been amended many times since then. Those obligations include operating the A and J root servers as well as support to ICANN and the DoC in applying approved changes to the root zone file. As such, VeriSign is a member of the DNS Root Server System Advisory Committee and also works closely with IANA staff in the processing of root zone changes.

I own shares of VeriSign stock and hold options to purchase additional shares, but the amount of shares I currently own plus the potential shares I could possibly own if I exercised all options is a non-material number relative to the total number of VeriSign shares.

   I am the president of Leap of Faith Financial Services Inc., a company based in Toronto, Canada.

   My company owns and develops a number of domain names and websites used by millions of users from all over the world every year. My personal background is in economics and finance.

   We are also a Registration Service Provider (i.e. reseller) for Tucows/OpenSRS for a small number of clients, although that forms a very tiny part of our overall business. My company is a member of the Business Constituency of the GNSO, although we participate in this workgroup speaking only for ourselves.
4. Identify any type of commercial interest in ICANN GNSO policy development outcomes. Is the participant representing other parties?
   We do not represent any other parties. Our commercial interests in ICANN GNSO policy development outcomes would be the normal ones associated with being a commercial website operator and business registrant of domain names. To the extent that any new policies endanger the rights of registrants or impose new burdens on registrants, we would be affected.

   Our participation is for our own behalf, although we are a member of the Business Constituency. We are also a corporate donating member of IP Justice. (IP Justice participates in the Non-Commercial Users Constituency, but as with the BC, we don't represent them, they don't represent us, nor do we necessarily endorse any positions of these other groups) No other arrangements or agreements regarding our participation in this workgroup exist.

Evan Leibovitch - At Large

Jeff Neuman - Registries Constituency

   I currently serve as the Vice President of Law & Policy for NeuStar, Inc., the domain name registry for the .biz and .us top-level domains.
2. The type of work performed in the bullet above
   In this role, I am responsible for all legal and policy issues with respect to the .biz and .us TLDs as well as for various other non-registry lines of business within NeuStar. In addition, NeuStar may be pursuing new top-level domains both as a front end and as a backend registry operator.

   NeuStar is the domain name registry for .biz and .us as well as the back-end operator for .travel and .tel. As a Vice President within NeuStar, I am in a senior leadership position and I do own a very small amount of equity. NeuStar does not own or have any interest in any domain name registrar, nor is it involved currently in any other constituency withinICANN.

Other than being a "contracted party" bound by Consensus Policies, as defined in the .biz top-level domain agreement, and pursuing new gTLDs, NeuStar does not have any other commercial interest in ICANN GNSO policy development outcomes.

I am a student at William & Mary School of Law and an intern for Robin Gross, the NCUC Chair. I am participating in this working group as a representative for the NCUC. I have no financial interests nor connections with parties that have an interest in ICANN policy aside from my work with Ms. Gross and the NCUC. I have taken this position at the request of Ms. Gross and have no other stake policy decision beyond my work with her and my own personal interest in ICANN policy.

   In addition to being the proprietor of my consultancy, I am also a senior manager, and Company Director of The e-victims Organisation CIC.
   The latter is an asset-locked not-for-profit organisation - think of it as a charity and you won't be far wrong. Their relationship with ICANN is purely as "stakeholder and interested party".

   I do not have any commercial interest in GNSO policy development outcomes, other than a desire for continuity and stability for any domain registrations that I have currently. I would not be happy if the annual fee for internetpolicyagency.com or e-victims.org suddenly became thousands of dollars per year, or the domains were revoked, as a result of a policy change! Both would have commercial implications for my organisations.
   I am representing e-victims.org who have a desire to reduce the opportunities for e-crime, and increase the obstacles for criminals and those indulging in anti-social behaviour on the Internet.

Neither myself or my company have any ICANN/GNSO constituency membership at this time - we're trying not to "pick sides" on these abuse issues that affect all constituencies!
Both my company and the various industry organizations I am a leader and/or active within (APWG, MAAWG, Digital Phish-net, AOTA) are very concerned with the rapid rise in DNS manipulation techniques being used by phishers and e-criminals to perpetuate fraud, crime, and wide abuse across the Internet. Fast Flux, and various other types of DNS "flux" techniques are being used by the largest proliferators of spam, phishing, and other net abuse, and are tied to organized crime elements throughout the world. The nature of these attacks makes mitigation and prevention nearly impossible without the close involvement of the domain registration community, and their use is growing rapidly, with thousands of fraudulently registered domains in- use daily utilizing them. We wish to engage this community to work on policies to address these types of abuse in a manner that will be highly effective, sustainable, and flexible enough to work as the criminals change their tactics. At the same time, we realize that there are drawbacks and costs associated with any new policy and those need to be balanced to come up with solutions that work for all.
I am one of the principal partners of Internet Identity with a very large (but non-majority) portion of its ownership, and am thus materially impacted by the company's financial performance. Our clients are primarily in the financial services and e-commerce sectors and they and their customers are the victims of phishing and other online crime attacks. A large percentage of these clients are directly impacted by fast-flux based phishing attacks and part of the work we are paid to perform on their behalf is mitigating the actual attacks and working towards long-term solutions for these problems.
Successfully addressing these issues from a policy perspective is both a potential financial gain and loss, as the benefits of our long-term role would be to some extent offset by lost revenue "opportunities" individual fast flux attacks present to our company's mitigation service. Due to the nature of our work, many of our clients fall into the Business and/or IP constituency area of the GNSO umbrella (and several companies who employ us are members), but we also perform substantial work for domain registrars, domain registries, and ISPs, all of whom have membership within their respective GNSO constituencies.

Mike Rodenbaugh - Commercial and Business Users Constituency

I am owner of Rodenbaugh Law, a member of the Business and Commercial Users Constituency. I am an attorney licensed in California. I conduct much of my business via the internet. I advise and represent entities and individuals with various commercial interests in domain names and other forms of intellectual property, and with varying interests in internet commerce.
I am personally concerned about the security and stability of the Internet, as it is increasingly the backbone of our society, critical to global commerce, communications and safety. So I am interested in ICANN's role in managing and coordinating the technical and policy aspects of the Internet. I am mindful of the many enormous benefits of the internet that are fostered by ICANN policy, and seek for ICANN policy to develop in ways that will enhance the growth of internet commerce and communications. I am also concerned about various, serious harms enabled by policies of ICANN and its contracting registries and accredited registrars, or by lack of effective policy.
Businesses and their customers are experiencing increasingly severe harm from phishing, malware distribution, hacking and other forms of online crime and intellectual property infringement. For many years I served as in-house counsel at Yahoo! Inc., working increasingly to protect Yahoo! users and their commercial and personal interests, as well as Yahoo!'s commercial interests, against these increasing worldwide threats. I believe that these harms will continue to rapidly grow, unless DNS policies are adapted to help fight them. So I strive for DNS policy that helps to mitigate those threats as much as reasonably possible.
On occasion, I may have clients with similar concerns, or who have other policy interests at ICANN. As a representative elected to the GNSO Council by the collective members of the Business Constituency, I am required by the Constituency's Charter to support and otherwise remain faithful to approved positions of the Constituency as applicable, rather than my own views or those of any client I may have at any given time. Generally my clients are online businesses that do not have a contract with ICANN, though I may represent contracting parties from time to time in matters unrelated to ICANN policy, for example in a commercial transaction or dispute resolution. To the extent that any client seeks my representation or advocacy in any ICANN forum, I would further disclose the existence of such client and their interest in the matter at the time of that representation.
I currently advise a for-profit entity in a business venture that will apply for a new gTLD when ICANN opens the domain space in 2009, and I am personally engaged in a second for-profit business venture that intends to apply for another new gTLD through that ICANN process. I may consult on other, similar projects in the future. In addition, I advise Yahoo! and several other clients with respect to cybersquatting and cybersecurity problems that they suffer, which problems are enabled (often unknowingly) by ICANN contracting parties and by ICANN policies or lack thereof. Therefore I also advise those clients about ICANN, and advocate at ICANN some of their views that ICANN policies should change and/or be adopted to mitigate these problems.

I am a member of the executive management team of Afilias. Afilias has a registry agreement for .Info with ICANN. Afilias also has both other registries and registrars as customers and as such, I am exposed to information about sensitive registry business as it relates to Afilias. Our customers may have interests in a number of ICANN policy issues and could be members of other GNSO constituencies and/or supporting organizations. I am also a voting representative for Afilias in the Registry Constituency/Registry Stakeholders Group. I do hold shares and options in that company.
