I am a Senior Associate at the Centre for International Governance of the Graduate Institute of International and Development Studies in Geneva, Switzerland. My academic research is on the global governance of information and communication technology (ICT). In addition, I am co-editor of a MIT Press book series called, The Information Revolution and Global Politics; a research affiliate of the Institute for Tele-Information at Columbia University; and a consultant on global ICT policy issues. Previously, I have been, inter alia: President and member of the board of directors, Computer Professionals for Social Responsibility; Senior Associate and Director of the Project on the Information Revolution and World Politics, the Carnegie Endowment for International Peace; founding Associate Director of the Communication, Culture and Technology Program, Georgetown University; Assistant Professor of Communication at the University of California, San Diego; and an adjunct professor at the School of Advanced International Studies, Johns Hopkins University, and at the School of Business, Georgetown University.
With regard to professional activities, within the ICANN nexus I am a member of the Noncommercial Users Constituency, and of the board of directors of the European At Large Organization (EURALO). Outside ICANN, I am a member of: the High-Level Group of Advisors of the UN Global Alliance for ICT and Development; the Global Internet Governance Academic Network, GigaNet (I was previously a member of the Start-Up Group and inaugural Steering Committee); the civil society Internet Governance Caucus active in the UN’s Internet Governance Forum; and the editorial boards of the journals, Telecommunications Policy, and Info: The Journal of Policy, Regulation, and Strategy for Telecommunications, Information, and Media. In 2004-2005, I served as a member of the UN’s Working Group on Internet Governance.
